The European Commission has published a Commission Notice "Guidance on Innovation procurement". The guidance clarifies what is meant by innovation procurement, outlines how to set up a policy framework that is necessary to make strategic use of innovation procurement and describes how different public procurement procedures can be put at work to modernise public services with innovative solutions and create growth and jobs for innovators in Europe.
