The Transforming Public Procurement team are inviting HEPA members to contribute to the upcoming Register of Commercial Tools (RoCT), which is scheduled for launch in summer 2025. This register will provide a comprehensive, up-to-date overview of live commercial tools including frameworks and dynamic purchasing systems published under PCR2015, helping users identify existing opportunities and ensuring greater transparency across the public sector. Please note: the RoCT will automatically be populated with any framework agreements, open framework agreements or dynamic markets set up under the PA23 regime.
Participation in this data collection process is entirely voluntary, but we strongly encourage your contribution as it will ensure your frameworks have better visibility and can maximise their usage.
To participate, please complete the blank data template with the relevant details about your frameworks or dynamic purchasing systems. Once completed, kindly send the template back via email to roctdata@cabinetoffice.gov.uk. Returns are requested to the roctdata@cabinetoffice.gov.uk mailbox by 15 August 2025.
You can find a Frequently Asked Questions document here, as well as a worked example of the template to aid completion. In relation to column K (suppliers who are on a tool (broken down by lots if relevant)), in instances where there are a large volume of suppliers or a complex lotting structure for a particular framework, the Cabinet Office understand that there will be a need to take a pragmatic approach to the best way to provide the required supplier data, such as the provision of lists / links in this cell.
