Public Procurement Update and Case Law - resources

I am sure everyone who attended this week’s Public Procurement Update and Case Law session by Prof. Sue Arrowsmith and Achilles will agree that it was a fantastic update on the current procurement landscape.

The session covered the timetable of public procurement reform, as well as an overview of new procurement case law from the UK and ECJ.

Procurement Reform Update

Keep an eye out for the Government’s response to the green paper consultation which is due imminently (any day!)  As soon as the response is released we will share this with HEPA members.

Following on from the consultation response, the next stage will be for the Government to draft and enact the reform legislation.  It will be perhaps 2023 at the earliest before the legislation is in force.

A training period should precede the implementation of the legislation, and HEPA is working with the Cabinet Office on the shaping and scoping of this on behalf of the sector.

It is important to note that the reform agenda applies to England; other parts of the UK have their own powers to enact procurement law.  Wales will follow, with supplementary rules; there is no news on the Scottish approach.
