Revised benefits methodology document

27 March 2019      Emma Keenan, Procurement Specialist

Following the successful procurement value survey, and recognising the need to ensure efficiency reporting is always current and credible, a group met recently to review and update the content of the Benefits methodology document.  As a reminder, this document outlines the range of benefit types which can be applied to tendering activity and also gives guidance on how to calculate them. The group considered feedback received on the current document, this included:

  • The need for the guidance to be clearer/sharper, to ensure all persons could easily calculate the efficiencies in the same way
  • The need to think more widely about how savings are captured
  • The need to consider social value and regional benefits
  • The need to ensure the current methodology is accurate and credible
  • The need to ensure the methodology was still appropriate in line with changes in legislation, for example the removal of the benefit of E Tendering when this is now mandatory by law.

We created a document summarising the changes, and we also added the full new benefits methodology document to our website alongside the old version so you can easily find the information. This will always be available in the resources section of our webpage under efficiences.

It was agreed that institutions could adopt this methodology immediately if they wish to do so, however it would become mandatory for reporting for the financial year 19/20. If you have any questions please do get in touch
