Who can bid for your contracts?

I was reminded this week of the number of countries from whom, under the Public Contracts Regulations, you are obliged to accept tenders. We often think of the EU procurement regulations being just that – countries from within the EU, however the regulations encourage competition throughout the EU, the EEA and also the parties of the GPA.  The full list as an aide-mémoire is below:
